In a report to the Ohio Retirement Study Council on Nov. 13, an independent consultant’s data showed that the Ohio Police & Fire Pension Fund outperformed its state peers in several categories. The report covered investment performance through June 30, 2025.
“Not only were we tops in several time periods, we had the highest reward for the lowest risk,” said Mary Beth Foley, OP&F Executive Director. “Our investment program is first-rate and an important reason we continue to meet Ohio’s funding standards, despite structural underfunding since the plan’s inception.
OP&F’ investment performance topped all other state retirement systems for the first two quarters of 2025 (8.83%); for the one-year period (14.47%); and also for calendar year 2024 (11.13%). The performance is gross of fees.
In rankings of 212 peer pension funds nationwide, OP&F ranked first in the one-year period ending on June 30; 9th in the five-year period; and 13th in the 10-year period.
In each of the 1, 3, 5, 7 and 10-year periods reviewed, OP&F not only out-performed its total fund benchmark but also its actuarially established rate of return of 7.5 percent. “We continue to monitor the actuarial rate of return, but the 1- ,3-,5- and 7-year results support its appropriateness.”
